Different matters require different forms of dialogue.

Youth Mediator distinguishes mediation, institutional facilitation, ecosystem resolution and responsible referral so that a submission enters the correct route from the beginning.

Youth mediation

Structured dialogue for eligible youth-related matters

Youth mediation can support cases involving individuals, teams, associations, programme participants or youth structures where communication has broken down but a constructive dialogue remains possible. The mediator does not impose a verdict. The process is designed to clarify concerns, identify interests and explore practical outcomes.

Institutional facilitation

Facilitation when the challenge is coordination rather than a dispute

Some matters do not require classic mediation. An organization may need clarification, a formal communication route, a structured meeting or support repairing an institutional relationship. Facilitation provides a disciplined way to convene dialogue without treating every disagreement as a formal dispute.

Referral

A responsible process also knows when not to mediate

Immediate danger, criminal emergencies, urgent court deadlines and matters requiring a binding legal ruling may need a competent authority first. Youth Mediator can decline, pause or refer a matter when mediation would be unsafe, inappropriate or beyond the programme mandate.

Final routing is confirmed during eligibility review. Applicants do not need to make a legal classification before submitting a case.

Youth mediation

For eligible disputes or communication breakdowns involving young people, teams, associations, programmes or organizational relationships.

Institutional facilitation

For coordination, clarification, relationship repair or structured institutional communication where there may be no formal dispute.

MDM priority resolution

Verified active MDM cardholders receive immediate operational priority after card verification while normal eligibility and safeguard requirements remain unchanged.

What happens next

A case progresses only when each stage is appropriate.

Some submissions may be referred or closed at eligibility review. Others continue to assignment, dialogue, proposed resolution and follow-up.

Review

The Secretariat checks scope, urgency, safeguarding concerns and whether mediation could be appropriate.

II

Assignment

An appropriate mediator or officer is considered after conflict-of-interest and access controls are addressed.

III

Dialogue and outcome

The process can conclude with an agreed outcome, a proposed resolution, a responsible referral or closure where agreement is not possible.
