Standards & safeguards

Trust is created by procedure, not by slogans.

Youth Mediator applies safeguards to intake, assignment, access, communication, resolution and closure so that the process remains disciplined even when the matter is sensitive.

Neutrality

No mediator should handle a case where independence is reasonably in doubt

Before assignment, relevant conflicts should be declared and reviewed. Prior relationships, personal interests, institutional dependencies or other circumstances that may affect perceived neutrality must be considered before a mediator or case officer is given responsibility.

Confidentiality

Access should follow purpose, not position

Sensitive personal and case information is separated from the public tracking layer. Staff roles do not automatically justify unrestricted access. Where required, sensitive information is masked until an access request is approved and the approval is logged for a defined period.

Safeguarding

Mediation must never delay urgent protection or a competent authority

The programme is not an emergency service. Matters involving immediate physical danger, serious criminal emergencies or urgent legal deadlines should be directed to the appropriate authority first. A mediation role can be considered later only where it remains safe and appropriate.

Case safeguards

The programme uses procedural controls rather than relying only on individual discretion.

Conflict declaration

Potential mediators and relevant personnel should declare relationships or interests that may create an actual or perceived conflict.

Purpose-limited access

Staff should see only the information required for their role. Sensitive access can require approval and can expire automatically.

Auditable action

Important administrative actions, access requests and case status changes are recorded so that responsibility can be reviewed.

Safeguarding and urgent matters

If there is immediate physical danger, a criminal emergency or an authority that must act urgently, mediation should not delay the appropriate response.

Process complaints

Concerns about mediator conduct, neutrality, confidentiality, procedure or treatment can be raised through a separate complaint channel.
